In a bold move that could later backfire, the Tohono O'odham Nation plans to break ground Thursday on its $400 million West Valley casino.
Glendale Councilmen Ian Hugh and Gary Sherwood, who both voted to support the tribe's casino this month, said the groundbreaking ceremony is planned for 9 a.m. at the site southeast of Loop 101 and Northern Avenue.Peoria Mayor Bob Barrett also confirmed the ceremony.
Tohono O'odham Chairman Ned Norris Jr. was unavailable to comment.

Sherwood said the groundbreaking shows that the tribe's casino and the jobs it will create are real and will finally move forward.
But there are still potential roadblocks that could halt the casino project after construction starts, including action by Congress. The construction will take about 18 months, according to a company hired by the tribe.
U.S. Sens. John McCain and Jeff Flake, both R-Ariz., introduced a bill last month that would prohibit additional casinos in Maricopa County, though the prospect of its passage is murky.
'I'm sure they're moving forward with this at some risk, but the risk is pretty minimal,' Sherwood said of the Tohono O'odham leaders.
The tribe has been fighting legal battles for five years since it proposed developing the casino resort on land it bought in 2003 along Northern Avenue bordering Glendale and Peoria.
The Salt River Pima-Maricopa Indian Community, Gila River Indian Community and state officials opposed the West Valley casino, arguing that a 2002 Arizona gaming compact prohibited additional casinos in the Valley.
Glendale spent nearly $3.5 million in legal fees fighting the casino until late last year, when it began talks with the Tohono O'odhams to negotiate a deal with the southern Arizona tribe.
That agreement, which will pay Glendale $26 million over 20 years, was approved earlier this month.
Glendale residents have started a referendum to overturn the city's deal with the Tohono O'odhams.
But Sherwood and Mayor Jerry Weiers said the city's casino deal cannot legally be halted with a referendum because it is an administrative, not legislative, action.

Additionally, Glendale's referendum — if it is deemed legal — would be non-binding for the tribe, which does not need city approval to start construction because it's a sovereign nation and the casino will be on reservation land.
Gila River Gov. Gregory Mendoza said the tribe does not have the proper gaming licenses and permits from the state or federal approval to open a West Valley casino.
'Staged photo ops aside, the Tohono O'odham Nation remains not one step closer to opening their neighborhood casino in Glendale,' Mendoza said. 'All their media stunt does is reaffirm the importance of quick congressional action to prevent the opening of a casino near homes, houses of worship and a school.'
But the Tohono O'odham Nation has prevailed in its legal battle to build the casino.

Last spring, U.S. District Judge David Campbell ruled that the tribe's casino would not violate the state's 2002 gaming compact. There is no geographic restriction on the Tohono O'odhams to add a fourth casino to the three the tribe already operates, the judge said in his summary judgment.
Other court rulings have come down in favor of the Tohono O'odhams, and it's not clear if the tribe even needs federal permission to open a casino on its reservation.
The casino and resort project is planned on a 54-acre site south of the Peoria Crossings shopping center and east of Loop 101 at the 95th Avenue road alignment. The site is a little over a mile north of Jobing.com Arena and the Westgate Entertainment District. The tribe owns an additional 81 acres adjacent to the casino site.
The development will include a 75,000-square-foot gaming floor, 400 hotel rooms, restaurants and a spa. It is designed to include 1 million square feet of space when completed.
The tribe chose Hunt Construction Group and Penta Building Group to build the project.
Rider Levett Bucknall and Summit Project Management are also part of the development team.
The project is expected to employ hundreds of construction workers, create about 3,000 jobs and spark $300 million in annual economic impact, according to the tribe.
The casino will be the second one in the West Valley. Gila River operates the Vee Quiva Hotel & Casino off 51st Avenue in Laveen.
